The Five Fold Ministry: Gifts, Not Titles

Apostles, prophets, evangelists, pastors and teachers were never meant to be a ladder. Jesus gave them to get the whole church ready to serve and to grow up together.

The Short Answer

Five Gifts For One Job

Straight Answer

The five fold ministry is the five gifts the risen Christ gave His church in Ephesians 4:11: apostles, prophets, evangelists, pastors and teachers.

They are functions, not titles or ranks. Their job is to equip every believer for ministry until the whole body grows up into Christ, and at Sound of Heaven we believe all five are active today.

This passage is less about an org chart than about people. Paul is describing how Jesus gets ordinary believers ready to do what He called them to do.

Read It In One Breath

The Gifts Come From The Ascended Christ

Before Paul names any gift, he says something that levels the room: "But to each one of us grace has been given as Christ apportioned it" (Ephesians 4:7). Every believer is on the gift list. Then he quotes Psalm 68 about a victorious king who ascended on high "and gave gifts to his people."

So the five are gifts from Jesus to the church. They do not belong to the people who carry them. They belong to the body they serve.

“So Christ himself gave the apostles, the prophets, the evangelists, the pastors and teachers, to equip his people for works of service, so that the body of Christ may be built up until we all reach unity in the faith and in the knowledge of the Son of God and become mature, attaining to the whole measure of the fullness of Christ.”

Ephesians 4:11-13

Notice who does the "works of service." Not the five. His people. The five gifts equip, and the whole church does the ministry. That one line overturns the idea that a few professionals minister while everyone else watches.

Gloss

Equipping, making fully fit for a task. It appears only here in the New Testament.

The verb

Its verb, katartizo, is what James and John were doing in Mark 1:19, "preparing their nets." It is also the word in Galatians 6:1 for restoring someone who has fallen.

The picture

Mending, readying, setting right. The five gifts mend and ready people so they can be used.

The Five

What Each Gift Does

Here is each gift by what it does. We have fuller studies on several of them.

Apostle · Sent

Apostolos means one who is sent. The apostolic gift pioneers, plants and lays foundations where the church is not yet strong. See apostle vs disciple for how the word works.

Prophet · Hears

The prophetic gift hears what God is saying and speaks "for their strengthening, encouraging and comfort" (1 Corinthians 14:3). More in what prophecy is in the Bible.

Evangelist · Announces

The evangelist carries the good news outside the walls and invites people in. The word appears only three times, for Philip, here, and Timothy. Read what an evangelist is.

Pastor · Shepherds

Poimen is the ordinary word for shepherd. The pastoral gift knows the flock, feeds it and protects it. This is the one verse where English Bibles commonly render it "pastors."

Teacher · Explains

The teacher makes Scripture clear and applicable, so believers are not "blown here and there by every wind of teaching" (Ephesians 4:14).

Everyone Else · Serves

The saints do the works of service. The five gifts exist for the other ninety plus percent of the church, never the reverse.

No one gift is enough. The evangelist brings people to the door, the pastor makes them feel at home, the teacher grounds them, the prophet encourages them, and the apostolic gift keeps the house pointed outward. Take any one away and the church limps.

Functions, Not Ranks

Nobody Climbs This Ladder

Much of the church reads Ephesians 4:11 like a chain of command, with the apostle on top and the teacher near the bottom. Paul never draws that chart, and Jesus already told us how leadership works in His Kingdom.

“But you are not to be called ‘Rabbi,’ for you have one Teacher, and you are all brothers. And do not call anyone on earth ‘father,’ for you have one Father, and he is in heaven. Nor are you to be called instructors, for you have one Instructor, the Messiah. The greatest among you will be your servant.”

Matthew 23:8-11
A Function

Recognized by fruit. People are equipped, the church matures, and the gift points everyone to Jesus. It can be carried by a stay at home mom or a plumber as easily as by staff.

A Title

Recognized by letterhead. The gift becomes a rank, the rank becomes authority, and the person becomes harder to question.

To be fair to the other side, 1 Corinthians 12:28 does say "first of all apostles, second prophets, third teachers." Some read that as rank. But the order most likely reflects how churches were founded, and the same chapter says the parts that seem weaker are indispensable. That is not a ladder.

Where We Stand, Plainly

At Sound of Heaven we believe all five gifts are active today, and we treat them as functions within the body, not offices over it. Christ alone is the head.

The strongest case against us comes from Ephesians 2:20, where the church is "built on the foundation of the apostles and prophets." Cessationists argue that a foundation is laid once. We agree about the Twelve. They were eyewitnesses of the resurrection (Acts 1:21-22), and nobody today is one of them. But the New Testament also calls Barnabas an apostle (Acts 14:14) and names Andronicus and Junia as "outstanding among the apostles" (Romans 16:7). The sending function went beyond the Twelve.

We hold that the old covenant age ended with the fall of Jerusalem in AD 70. Some conclude the gifts ended with it. We think that is wrong. The end of the old age opened the new one fully, and the Spirit poured out at Pentecost did not retire. For a related piece, see lessons from geese.

According to Ephesians 4:12, who does the "works of service"?

The apostles, prophets, evangelists, pastors and teachers
His people, the whole church, equipped by the five
Only those with a recognized ministry title

The five gifts equip "his people for works of service." The ministry belongs to every believer. The five are the trainers, not the whole team.

The Grammar Question

Pastors And Teachers: One Gift Or Two?

You may have heard that this is really a four fold ministry, because "pastors and teachers" is one gift. The question is fair, and here is why it comes up. We cover what ministry really is in its own article.

In Greek, Paul introduces each of the first three with its own article, "some" or "the." The last two share a single article: the pastors and teachers. That grammar ties them together more closely than the other three. What it does not do is settle exactly how close.

View One · One Gift

The shepherd-teacher. Feeding the flock is teaching, so one person carries both.

View Two · Overlap

Greek grammarian Daniel Wallace reads it as overlapping groups: every pastor teaches, but not every teacher pastors.

View Three · Two Linked Groups

Jonathan Worthington argues in Themelios that the grammar shows "two recognizably distinct groups" who must serve "in closer connection together" than the others.

Where We Land

The grammar alone cannot decide it, and good scholars disagree. We keep the traditional count of five.

Here is what matters for your Sunday. A church needs both shepherding and teaching, and they belong together. A shepherd who cannot open the Scriptures leaves people loved but unanchored. A teacher who does not care for people leaves hearts cold. Many carry one strongly and lean on someone who carries the other.

Take This With You

Four or five, the point is the same: care and clear teaching travel together, and neither one is a promotion over the other.

The Purpose

Until We All Reach

Paul does not stop at the list. He gives the gifts a destination and walks it out step by step.

Ephesians 4:12
Equip His People

The five mend and ready believers, like fishermen readying nets.

Ephesians 4:12
For Works Of Service

Equipped people serve. Ministry happens at work, at home and on the block, not only on a platform.

Ephesians 4:13
Unity And Knowledge Of The Son

The goal is a people who agree about Jesus and know Him, not a people who agree about everything.

Ephesians 4:14
No Longer Infants

Mature believers are not tossed by every new teaching or trend that comes through the feed.

Ephesians 4:15-16
Each Part Does Its Work

The body grows and "builds itself up in love, as each part does its work." Growth comes from every part.

“Instead, speaking the truth in love, we will grow to become in every respect the mature body of him who is the head, that is, Christ. From him the whole body, joined and held together by every supporting ligament, grows and builds itself up in love, as each part does its work.”

Ephesians 4:15-16

"Until we all reach" is not waiting for heaven. The Kingdom is here, and the body of Christ is growing up in it now. That is why the gifts are still needed. Every generation has to be equipped. For more on how the body fits together, see our study on the body of Christ.

When It Goes Wrong

How The Five Get Misused

Any gift can be bent. These are the most common misuses, and they tend to land hardest on the most loyal and most vulnerable people in a church.

Title Hunting

Someone puts "Apostle" or "Prophet" on a business card and expects honor to follow. Jesus said we are all brothers under one Teacher. If you have to announce the gift to get it respected, the fruit is not speaking for you.

"Apostolic Covering" As Control

Accountability is healthy. But some teach that you are spiritually unprotected unless you submit to a leader's covering, then use that fear to demand money, obedience or silence. Paul names the head of the body, and it is Christ. A real apostolic gift sends people out stronger. It does not own them.

Self-Appointed Prophets

Words that cannot be tested, predictions tied to offerings, "God told me" used to win arguments. Paul said "the others should weigh carefully what is said" (1 Corinthians 14:29). A prophet who refuses to be weighed has stepped outside the gift. See what the Bible says about false prophets.

The One Person Show

The opposite error. One pastor is expected to be all five, and the congregation becomes an audience. He burns out and the people never grow. Paul's plan spreads the load.

The fix is not to throw the gifts out. That leaves the church without what Jesus gave it. Test the gift by what it produces in people, and keep Jesus as the head.

If A Leader Hurt You

If someone used a title or a "word from God" to control you, what happened was not the five fold ministry. It was a misuse of it, and it is not your fault that you trusted.

You are allowed to heal at your own pace. Jesus is gentle with bruised reeds. If you want someone to pray with you, send us a prayer request.

Where This Lands

Every Gift Is A Piece Of Jesus

Look at the five again and you will see Jesus in each one. Hebrews calls Him our apostle, the One sent from the Father. He is the Prophet who speaks the Father's heart perfectly. He preached good news to the poor. He is the Good Shepherd. The crowds called Him Teacher.

When the ascended Christ gave these gifts, He was handing out pieces of His own ministry so His body could carry it on the earth. Put them together, let them equip the saints, and the church starts to look like Jesus.

So ask where you fit. Every believer has grace from Christ (Ephesians 4:7). You may carry one of the five. You may be one of the many they equip. Either way, you are part of the work. For more, read about spiritual gifts, what an apostolic church is, whether there are prophets today, whether a woman can be a pastor, what the church really is and what discipleship means. The Whole Thing In One Line

The five fold ministry is Jesus sharing His own ministry as five gifts, functions and not titles, given to equip every believer until the whole church grows up into Him.

Questions People Ask

Questions About The Five Fold Ministry

What is the five fold ministry?

The five fold ministry is the list of five gifts in Ephesians 4:11: apostles, prophets, evangelists, pastors and teachers. Paul says the ascended Christ gave them to the church to equip his people for works of service, so the body of Christ is built up until it reaches unity and maturity in Him. They are functions that serve the whole church, not titles or ranks. At Sound of Heaven we believe all five are active today.

Are the five fold ministry gifts still active today?

We believe they are. Paul says the gifts are given until the whole body reaches unity and maturity in Christ, and that growth is still happening in every generation. Some argue that apostles and prophets ended because the church was built on their foundation in Ephesians 2:20. The Twelve were unique eyewitnesses, but the New Testament also calls Barnabas, Andronicus and Junia apostles. The sending, hearing, announcing, shepherding and teaching functions continue in the church now.

Is pastor and teacher one gift or two in Ephesians 4:11?

Honest answer: scholars disagree. In Greek the first three gifts each get their own article, while pastors and teachers share one. That links them closely. Some read it as one shepherd-teacher gift, which is why you sometimes hear of a four fold ministry. Others, like Daniel Wallace, see overlapping groups where every pastor teaches but not every teacher pastors. Others see two distinct groups working in close partnership. The grammar alone does not settle it, but it clearly keeps care and teaching together.

What is apostolic covering and is it biblical?

Apostolic covering is the idea that believers or churches need to be under a specific leader's spiritual authority to be protected. Healthy accountability and relationship between churches are biblical and wise. But the teaching becomes harmful when it says you are unsafe without a leader's covering, then uses that fear to demand money, loyalty or silence. Ephesians 4:15 names the head of the body, and it is Christ. A real apostolic gift sends people out stronger and never owns them.

Is there a five fold ministry test?

There are several online assessments, such as the APEST tools that grew out of Alan Hirsch's work. They can be a helpful conversation starter, but they are not Scripture and they cannot assign you a gift. Gifts are usually recognized over time by fruit: what happens in people when you serve them, and what mature believers around you see. Serve in your local church, stay teachable, ask trusted leaders what they notice, and let the gift show itself in the people it builds up.
