God, personally, with a will and speech and the capacity to be grieved. The most common mistake is asking what rather than who.
The question who is the Holy Spirit is already the right question, because the most common error is asking what. The Spirit is God, personally, the third person of the Trinity, not an influence, an atmosphere or a force.
Scripture gives Him a will, speech, grief, knowledge and the ability to be lied to. None of those apply to a power source, and the New Testament uses all of them.
Getting this wrong changes how you pray, how you read, and what you think is happening in a room. So it is worth doing properly.
1 Corinthians 12:11 says He distributes gifts to each one, just as he determines. Determination is not something electricity does.
Acts 13:2. The Holy Spirit said, set apart for me Barnabas and Saul. Direct speech, with a first person pronoun in it.
Ephesians 4:30. Do not grieve the Holy Spirit of God. You cannot wound a force, and Paul places that verse in the middle of instructions about how to speak to each other.
Acts 5:3 and 4. Peter asks Ananias why he lied to the Holy Spirit, and then says he has not lied to men but to God. The two statements are set side by side.
Jesus calls Him the Paraclete in John 14, a word for an advocate called alongside, and uses a masculine pronoun for it even though the Greek noun for spirit is neuter. That is a deliberate grammatical choice.
We hold the Trinity without qualification, and the Spirit's full divinity is part of that rather than an appendix to it.
“Go and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit.”
Matthew 28:19The Greek has name in the singular followed by three persons. Matthew could have written names. He did not, and the church noticed early.
Lied to the Holy Spirit, then lied to God, in consecutive sentences about the same act. Peter makes the identification without comment.
The grace of the Lord Jesus Christ, the love of God and the fellowship of the Holy Spirit. A blessing structured in three, used weekly for two thousand years.
The Spirit of God hovering over the waters, on the second verse of the Bible. Present at creation, not introduced later as reinforcement.
One clarification that saves a lot of confusion: Holy Ghost and Holy Spirit are the same word. Ghost is simply older English, used by the KJV, and it once meant spirit in the ordinary sense. There is no difference between them at all.

Manage My Giving"Each of you should give what you have decided in your heart to give, not reluctantly or under compulsion, for God loves a cheerful giver."2 Corinthians 9:7
The first is treating Him as a resource. Language about getting more of the Spirit, running low, topping up, releasing a flow, catching something in a meeting. It is spoken with sincerity and it describes a substance.
If the Spirit is a Person, then more of the Spirit is a category error. You do not have more of a friend. You can be more yielded, more attentive and more obedient, and those are real, but the arrow points at you rather than at a supply.
The other error is functional absence. Plenty of churches affirm the Spirit in their doctrinal statement and then run entirely on planning, technique and personality, and nothing in the week would look different if He were not there.
We are not that church and we are going to say so plainly. The gifts are active. Healing, prophecy, tongues, miracles, words of knowledge, all of them are for now, and the position that they ceased with the apostles is an argument from silence that the New Testament never makes. 1 Corinthians 14:1 tells a congregation to eagerly desire the gifts, and nobody has ever produced the verse that withdraws the instruction.
And in the same breath: gifts serve love, edification and restoration. 1 Corinthians 14:33 says God is not a God of disorder but of peace, and that sentence sits inside the most detailed chapter on spiritual gifts in the Bible. Hype, manipulation, pressure and performance are not evidence of the Spirit. They are usually evidence of a person working hard.
The test Paul gives is unglamorous. Verse 26 says everything must be done so that the church may be built up. Not so that the meeting is memorable. Built up, meaning somebody left stronger than they came.
What shows the Holy Spirit is a person rather than a force?
1 Corinthians 12:11 has Him distributing gifts as He determines, Acts 13:2 has Him speaking in the first person, Ephesians 4:30 says do not grieve Him, and Acts 5:3 has Peter accusing Ananias of lying to Him. The Greek noun for spirit is actually neuter, and John still uses a masculine pronoun.
Jesus gives the fullest teaching on this in the upper room, hours before the arrest, and it is remarkably concrete.
John 14:16. Another of the same kind, which is the force of the Greek. A replacement of equal standing rather than a substitute of lesser rank.
John 14:26. Will teach you all things and remind you of everything I have said. Reminding presupposes that the content came first.
John 16:14. He will glorify me. A ministry that keeps attention on the Spirit rather than on Jesus is doing the opposite of what He described.
John 16:8. About sin, righteousness and judgment. Conviction is specific and leads somewhere. Vague heaviness and self-loathing are a different thing.
Yung Suk Kim summarises the role as guarding rather than performing, noting that “the Paraclete's primary function is to safeguard and sustain the believing community”.
Elsewhere: He intercedes when you cannot form words, Romans 8:26. He confirms belonging, Romans 8:16. He produces fruit, Galatians 5:22, which is a list of character traits rather than abilities.
There is one line in John 16 that reframes everything, and it is easy to read past.
It is for your good that I am going away. Unless I go, the Advocate will not come to you.
Sit with that for a second. He is telling eleven men who are about to lose Him that what comes next is better than three years of walking beside Him in Galilee. That is either an extraordinary claim or an empty one.
What He is describing is a shift from beside to inside, and from one location to everywhere. The Spirit is not a consolation prize for the generations who missed the original. He is the arrangement Jesus preferred.
So the answer to who is closer to a person you can grieve, obey and ask than to anything you could measure. And Romans 8:16 says He testifies with your spirit that you are God's child, which means the first thing He does is tell you where you stand.
For related ground, see the Trinity, the power of the Holy Spirit, the fruit of the Spirit, spiritual gifts, the seven spirits of God, the anointing and blasphemy against the Holy Spirit.
The Holy Spirit is God, personally, with a will and speech and the capacity to be grieved, the gifts are active now, they exist to build people up rather than to impress them, and Jesus said the arrangement is better than His physical presence.
That is a normal place to be and it is not a knowledge problem. Send it in and somebody at Sound of Heaven will pray with you and point you somewhere.

A person. The decisive evidence is not grammar but behaviour: He determines, speaks in the first person, can be grieved and can be lied to. The Greek noun for spirit is actually neuter, and John still uses a masculine pronoun, which is a deliberate choice rather than an accident of the language.
Yes. Acts 5 has Peter say Ananias lied to the Holy Spirit and then, in the next sentence, that he lied to God. Matthew 28:19 puts Father, Son and Spirit under a single name in the singular. 2 Corinthians 13:14 blesses in three, and Genesis 1:2 has the Spirit present at creation rather than introduced later.
Yes. Healing, prophecy, tongues, miracles and words of knowledge are for now. The position that they ceased with the apostles is an argument from silence the New Testament never makes, and 1 Corinthians 14:1 tells a congregation to eagerly desire the gifts with no verse anywhere withdrawing the instruction. They exist to build people up, not to impress them.
None. It is the same word. Ghost is older English, used by the King James Version, and it simply meant spirit at the time. Modern translations render it Spirit because the word ghost has narrowed in meaning since 1611. There is no distinction in the Greek and no difference in doctrine.
